Regulation of books in the EU after the European Deforestation Regulation (EUDR) comes into effect

Since last year, discussions have been ongoing regarding whether paper books and printed materials will be subject to the EU Deforestation Regulation (EUDR).
As a business specializing in cross-border trade of publications, we have been closely monitoring the laws, regulations, and published materials of the EU and other countries and regions, and have been considering our operational policy.
In December 2025, the European Commission issued guidance that, for the first time, explicitly excluded "printed products," such as books, newspapers, and printed images, from the scope of the regulation. This was done to reduce some of the administrative burden on the field and because it was determined that there is only a limited connection between paper books and deforestation. We will continue to collect information on regulatory trends, supplementary guidance, and changes in interpretation in the EU. We also intend to work appropriately with our partners and other related parties in order to further expand the overseas Japanese book market.
We will continue to contribute to the healthy distribution and development of publishing culture.
